THE CONTRIBUTION OF THE ROMANIAN ARMY IN TAKING THE CONTROL OF THE POLITICAL AND ADMINISTRATIVE POWER IN TRANSYLVANIA. THE FIRST MEASURES (NOVEMBER 1918 – APRIL 1919)

ABSTRACT
The author of this study (that is a part of a larger work dedicated to the complex process of taking-over, provisory organizing/functioning and gradual unification of the Romanian administration in Transylvania, from November 1918 to June 1925, process that was finalized with the Law No. 95 of 13 June 1925 for Administrative Unification) aims to unravel a lesser known and researched aspect: the collaboration of The Great General Headquarters of the Romanian Army (Marele Cartier General – M.C.G., in Romanian) with the Dirigent Council in the process of taking control of the political and administrative (the „imperium”) power in Transylvania (November 1918-April 1919). This period was marked by the existence of a provisory borderline with Hungary (the so-called „Diaz Line”, which was established by the Military Convention signed in 13 November 1918 at Belgrade by General Franchet D`Esperey – the commander of The Entente troops in the Balkans and the representative of the new Hungarian government, the count Mihály Károlyi). In this general framework, the author particularly analyzes the activity and the role of some informative institutions that were created ad-hoc by the The Great General Headquarters of the Romanian Army in order to succesfully prepare the military campaign in Transylvania whose main purpose was to take the effective control not only of the Romanian councils and gurads, but also of the political and administrative power in this province: 1) the Transylvanian officers that had informative and propaganda missions and were sent in front of the Romanian troops in Transylvania and Hungary, 2) the liaison officer of The Great General Headquarters of the Romanian Army (M.C.G.) that was sent to the Dirigent Council in Sibiu, lieutenant-colonel Gheorghe Bereşteanu. In order to retrace as accurately as possible this period, this paper includes a case study: the military and political-administrative events that occured in the valley of Someşul Cornel Grad – Contribuţia armatei române la preluarea puterii politico-administrative în Transilvania.
