ABSTRACT
After the ending of the First World War, the new created Romanian state was confronted with multiple problems. One of the most important was the creation of a unified administrative system. That was not a very easy task because the provinces unified with Romania in 1918: Transylvania, Basarabia and Bucovina, had had very different administrative experiences before the War. The administrative laws emitted in the interwar period tried to unify these experiences and
to offer a uniform administrative system.
