ABSTRACT
This paper tries to analyze the ways in which ethics is enforced in the Romanian public
administration, how ethical principles are embodied in the Romanian legislation regarding
administrative authorities, how ample is this legislation, which are the major problems facing
ethics in Romanian public domain and how public opinion perceive, from an ethical point of view,
public officials’ activity.
Key words: ethical legislation, Romanian public administration, ethical codes, whistleblowers.
